EXECUTIVE SUMMARY:

The applicant was discharged for Frequent Involvement of a Discreditable Nature. An established a pattern of
infractions had deemed the applicant untrustworthy, unreliable, mentally unstable, and financially irresponsible.
In the Fall of 2002, the applicant was found guilty at NJP for illegal use of the government credit card, and
assaulting/threatening a fellow Petty Officer. Prior to the NJP, from Spring of 1999 to the fall of 2002, the

applicant received 5 negative administrative remarks entries, and 4 evaluation reviews with a not recommended
for advancement result.

Due to the inability to meet the basic fundamentals as a junior petty officer, the command began processing for
Discharge. The Discharge was official in early 2003 after 7 years of service. The applicant was given ample
opportunity to demonstrate competence as shipmate capable of being at the appointed place of duty, meeting
the minimum performance standards, managing finances, and controlling emotions without affecting peers.

The Board finds no issues with propriety in this case. However, the character of service standard for
separations with the SPD code of JKN normally results in an Under Honorable Conditions discharge.
Furthermore, per ALCOAST 562/08, a General discharge is no longer a valid character of service. Therefore,

the board recommends partial relief based on the post-policy to an Under Honorable Conditions character of
service.

Also of note, from an administrative standpoint, the board notes that the Narrative Reason for Separation
should be listed as Misconduct on the applicant’s DD-214. The reason of Frequent Involvement of a
Discreditable Nature is not an official Narrative Reason to be used on the DD-214. Rather, it is an explanation
for the Misconduct in the SPD handbook and legacy Personnel Manual.

Final Adjudication by Assistant Commandant For Human Resources: Partial relief on the applicant’s
character of service to ‘Under Honorable Conditions’. Additionally, by way of an administrative change, the

the Narrative Reason for Separation will now be listed as Misconduct on the applicant’s DD-214 for Legal
sufficiency.
